Job Description
## The Position
As Deputy Representative, you will play a leading role in designing and delivering the UNFPA country programme. You will build alliances and partnerships with governments, UN and bilateral agencies, development partners, civil society, academia, and the private sector to help realize the 2030 Agenda and make a positive difference in the lives of millions, especially those furthest behind. You will oversee day-to-day operations of the Country Office and supervise assigned staff.
## How You Can Make a Difference
UNFPA is the lead UN agency for a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. Our Strategic Plan for 2026-2029 focuses on four interconnected outcomes: ending unmet need for family planning, ending preventable maternal deaths, ending gender-based violence and harmful practices, and adapting to demographic change through evidence- and rights-based policies.
We are looking for candidates who transform, inspire, and deliver high-impact results in a rapidly changing environment. You will need to be transparent, exceptional at managing resources, and committed to excellence in programme results.
## Job Purpose
In collaboration with the UNFPA Representative, you will strengthen the country's capacity to implement the ICPD Programme of Action and support national development efforts to achieve the SDGs. Together, you will be accountable for developing and managing an innovative Country Programme of Cooperation focused on population and development, universal access to sexual and reproductive health and rights, maternal health, family planning, gender equality, and adolescent and youth empowerment. You will promote these goals at the national level and integrate sexual and reproductive health and rights into the broader development agenda. Through advocacy, partnerships, and effective programmes (including in emergency settings), you will validate UNFPA's mandate and ability to deliver high-quality results.
## What You'll Be Doing
### Programme Leadership
- Develop, manage, and monitor the Country Programme based on demographic and socio-economic data and national population policies.
- Assess and address the implications of national trends on UNFPA's work.
- Expand and diversify UNFPA's portfolio in pursuit of strategic programme options within the mandate.
- Provide feedback on country specificities to the Regional Office for global/regional strategic planning.
- Establish quality standards for project development and delivery.
- Oversee monitoring and evaluation to ensure rigorous tracking and incorporation of lessons learned.
- Ensure UNFPA's mandate is reflected in humanitarian preparedness and response plans, and build country office capacities for humanitarian response.
### National Capacity Development
- Develop and implement a strategy for building national capacity to deliver on ICPD commitments, identifying gaps among partner institutions and providing technical assistance.
- Promote the capacity of national research and academic institutions to produce and use demographic data for evidence-based policymaking.
- Collaborate with partners to strengthen health systems for universal access to healthcare, including SRHR.
- Lead strategies to develop the country's ability to create and monitor rights-based policies and laws.
- Engage in continuous dialogue with national partners to create an enabling environment for the ICPD agenda.
- Create and improve national capacities to monitor, evaluate, and learn from capacity development initiatives.
- Foster knowledge sharing and innovative thinking in the office, country, and region.
### Partnership and Advocacy
- Build and maintain positive relationships with key government partners.
- Advocate for inclusion of the ICPD agenda in national policies, plans, and strategies, including humanitarian preparedness.
- Represent UNFPA within the UN system and ensure ICPD issues are included in common country assessments and UN Development Assistance Frameworks.
- Liaise with donors and development partners, develop joint positions, and identify allies for advocacy.
- Pursue resource mobilization opportunities with traditional and new donors.
- Communicate UNFPA's mandate and donor visibility through media engagement, articles, and social media.
### Management of Resources
- Support the Representative in managing the Country Office, including annual work plans and monitoring through consultations and field visits.
- Design and implement a resource mobilization and partnership strategy.
- Manage staff with direction, motivation, empowerment, learning, and career management.
- Facilitate capacity building of national staff by devolving authority for portfolio management.
- Demonstrate transparent leadership that incentivizes good performance and holds underperformers accountable.
- Set performance standards and assign responsibilities according to the Country Office Strategic Information System.
- Support JPOs on career issues.
- Develop a strategic plan for humanitarian and preparedness actions.
- Support staff safety by driving compliance with Minimum Operating Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS).
- Carry out any other duties as required by the Country Representative.
## Qualifications and Experience
